      新中国成立以来,我国来华留学生教育政策的变迁逻辑表现为从政治外交手段向教育本体价值的回归,由双边协定交换向多元国际合作的范围延展,从中央集权管理向放管结合治理的制度变革。政策变迁历程呈现出政策文化共融性与理解性、管理制度合理性与规范化、招生培养科学性与严格化的特征。新时代来华留学生教育政策应基于逻辑变迁而做出适时调整,通过完善多中心立体化的留学生教育治理体系、深化留学生招生与培养内容改革、推动留学生教育政策规范运行及强化留学生跨文化趋同管理,助力来华留学生教育事业实现有序发展。
英文摘要:
      This paper states that since the founding of the People's Republic of China, the logic of change in China's education policy for international students has been manifested in the return of the true value of education from political and diplomatic means, in the expansion to diverse international cooperation from bilateral agreement-based exchanges, and in institutional reform to the decentralized and better regulated governance from the centralized management. In addition, the policy change in history shows the characteristics of inclusiveness and understanding of the policy culture, rationality and standardization of the management system, and reasonable and strict enrollment and training. Therefore, this paper suggests that the education policy for international students should be properly adjusted in step with the change of the logic, specifically, by improving the multi-center and three-dimensional education management system, furthering the reform of enrollment and cultivation, promoting the standardized operation of the education policy, and upgrading the cross-cultural convergence management, so as to facilitate an orderly development of the education for international students.
